North Service Area Water Treatment Plant Project

Location: Granby Town Hall, Zero Jasper Avenue, Granby, Colorado
A public hearing will be conducted to inform citizens and solicit public input, written or oral, regarding the North Service Area (NSA) Water Treatment Plant Project. The Town of Granby intends to apply for loan and grant funding from the State Revolving Loan Fund (SRF) for construction of the new drinking water treatment facility to be located approximately 900’ west of the existing plant on Park Lane. The current total project capital cost estimate is approximately $32 million. The Town increased NSA water rates in 2023 and 2024 to begin raising revenue to fund the project. Depending on grant funding, construction bids, interest rates and other factors, the Town may or may not need to raise NSA water rates in 2025 in order to finance the project. The Town submitted two documents to the Colorado Department of Public Health and Environment (CDPHE) as part of the SRF funding application process, the Project Needs Assessment (PNA) and the Environmental Assessment (EA). The PNA is a report detailing the project as proposed, including project necessity, alternatives considered, components and funding strategy. The EA describes environmental impacts and mitigation strategies.
