Code Enforcement

Rich started with the Town of Granby on July 30^th, 2018. He is from Illinois originally, is a US Army veteran and former law enforcement officer. Before joining the Granby Police Department, he worked for eight years as a Forest Protection Officer in Grand County. Rich is a certified Code Enforcement Officer and a Natural Resources Ranger.

Rich also oversees our short-term rental program and is our recreation officer who patrols the Colorado and Fraser rivers as well as the Granby Open Space.

Why do we have Code Enforcement?
The role of Code Enforcement is to help maintain and enhance the appearance of residential and business properties throughout the Town if Granby. Without Code Enforcement, areas have an increase of blight and give the appearance of “NO ONE CARES”.

How does Code Enforcement work?
There is one Code Enforcement Officer who, as time permits, patrols the town to ensure that properties are in compliance with Municipal codes. If a violation is found, Code Enforcement Officer will leave a Code Violation Notice or send a notice to contact the owner/tenant and make them aware of the problem. The owner/tenant will be given a specific amount of time (usually 3 or 30 days depending on the violation) to correct the violation. If the problem is not resolved within the allotted time, the owner/tenant may be issued a Citation/Summons to appear in Municipal Court.

I recently received a Notice of Violation for a Code Violation. Is this the same thing as getting a citation?

No, a Notice of Violation is a written notice to the owner/tenant that there is a violation of one or more city ordinances. If the violation has not been corrected after the time given, owner/tenant may be issued a Citation/Summons to appear in Municipal Court.

What happens when someone refuses to comply with the codes or ordinances?

A Code Violation Notice will be issued in person, posted, or mailed to the property owner and/or tenants notifying them of the violation.

Severe health, life, and safety hazardous, environmentally sensitive violations, and repeat offenders may be subject to a more stringent enforcement action on a case by case basis.

The violation existed before I bought the property. Why am I responsible for clearing the violation? Violations run with the property, not with the person who created the violation. If you purchased a property that has violations, you are responsible for abating the violations.

My neighbor’s dog barks all hours both day and night. Is there anything Code Enforcement can do?

Animal complaints including barking dogs are handled by the Code Enforcement or Grand County Animal Control. They can be reached at (970) 887-2988.

Can I have a campfire in my back yard?

Yes, as long as it is in a fire pit with ring, and you are present. It is against the law to abandon or leave a fire unattended.

Can I use a burn barrel to burn trash or rubbish?

No, burn barrels not only impact your own health, but the health of your neighbors and the environment. It is unlawful in the State of Colorado.

Is there a noise ordinance?

Yes, quiet hours are 11pm to 7am. During daylight hours the noise decibel cannot go above 90 dB(A). There are also other ordinances that pertain to excessive noise violations.

Can I have chickens or fowl at my property?

Yes, but there are square footage and sanitation regulations. Roosters are not allowed unless they have a “no crow” collar.

What type of animals are not allowed in the town of Granby?

All barnyard animals, such as cows, horses, sheep, goats, swine and any other similar animals, shall not be allowed to be kept in town over 24 hours.

My neighbors grass is knee high, Is this legal?

Owners and occupants of property shall not permit weeds or grass to grow on such property to a height exceeding twenty four (24) inches.

My yard is full of noxious weeds, what can I do?

Contact the code enforcement officer, and he will assess your yard and recommend a solution. The Grand County Natural Resources Department also gives away weed spray on Fridays between 8am and 12 pm.
